An amended version of the report: "7th Adaption to Scientific and Technical Progress of Exemptions 8(e), 8(f), 8(g), 8(h), 8(j) and 10(d) of Annex II to Directive 2000/53/EC (ELV)" was published today. 

Amendments have been made with regards to exemption 8(f): The transition period and the reference to the type approval of vehicles were neglected in the exemption wording recommended in the previous report (dated 14/01/2015) and therefore had to be added to give industry  a transition period to respond to the new, restricted exemption scope. In agreement with the stakeholders, the following new wording and transition period is now proposed for exemption 8(f):

i) Lead in compliant pin connector systems for vehicles type-approved
   before 1 January 2017 and spare parts for these vehicles.

ii) Lead in compliant pin connector systems other than the mating area of
    vehicle harness connectors for vehicles type-approved
    after 31 December 2016.

The transition period until end of December 2016 should leave sufficient time for industry to adapt to the new exemption scope without postponing the restriction of avoidable lead use more than necessary.

Amendments of the report concern section 5.3.2 Conclusions and 5.4 Recommendation. Edditorial adaptations have been made in Section 8.3.1.1 of the report: “7th Adaptation to Scientific and Technical Progress of Exemptions 8(e), 8(f), 8(g), 8(h), 8(j) and 10(d) of Annex II to Directive 2000/53/EC (ELV)”.

Documents, from an additional ELV contribution, have been posted on line.

The contribution was made by Olife on 17 Decemeber 2014, regarding ELV Exemption 5 for lead in batteries, however documents were only released as non-confidential on 23.01.2015.

The contributions received have been made available on the EU CIRCA website (Browse categories > European Commission > Environment > ELV Exemptions, at top left, click on "Library").

Oeko-Institut has started evaluating the results of the consultation and is in the process of contacting individual stakeholders where further clarifications are needed.

The ELV Stakeholder consultation concerning the review of three exemptions is closed.

The contributions received have been made available on the EU CIRCA website (Browse categories > European Commission > Environment > ELV Exemptions, at top left, click on "Library").

A general contribution regarding all three exemptions has been made by the automotive industry associations ACEA, CLEPA, JAMA, KAMA et al.

Specific contributions were made concerning the following exemptions:

Exemption 2(c): Contributions have been submitted by the automotive industry associations ACEA, CLEPA, JAMA, KAMA et al.

Exemption 3: Contributions have been submitted by Mitsubishi Shindoh Co., Ltd.; and by the associations JAMA and JAPIA; and by the automotive industry associations ACEA, CLEPA, JAMA, KAMA et al.

Exemption 5: Contributions have  been submitted by A123 Systems, Fraunhofer, LG Chem and Samsung SDI; and by the automotive industry associations ACEA, CLEPA, JAMA, KAMA et al.

A further contribution is still awaiting confirmation, to clarify if documents can be made public, and may be added shortly.

As a next step, Oeko-Institut will evaluate the results of the consultation and contact individual stakeholders if necessary.

We would like to inform you that new contributions have been submitted to the ELV Stakeholder Consultation concerning all exemptions under review:

Exemption 2(c): "Aluminium with a lead content up to 0.4 % by weight"

Exemption 3: "Copper alloy containing up to 4 % lead by weight"

Exemption 5: Lead and lead compounds in "Batteries"

 

ACEA, CLEPA, JAMA, KAMA et al. have submitted contributions concerning all three exemptions;

JAMA and JAPIA have submitted a contribution concerning Ex. 3; and

Mitsubishi Shindoh Co., Ltd. has submitted a contribution concerning Ex. 3;

An online stakeholder consultation starts today 24 September 2014 and will run 12 weeks until 17 December 2014. It covers the renewal of 3 ELV exemptions. Please find all corresponding information in the Consultation section.

A new ELV project for the evaluation of exemptions listed in Annex II of Directive 2000/53/EC (ELV), has started.

In the course of the project, the renewal of 3 exemptions will be evaluated.

The consultation will start shortly. Stakeholders that have registered will be informed about the launch of the consultation (c.f. Registration).

On the 9th of May 2014 a final stakeholder meeting is going to be held in Berlin on the exemptions 8(e), 8(f), 8(g), 8(j) of Annex II to Directive 2000/53/EC (ELV). The respective stakeholders have already been invited.

The ELV Stakeholder consultation concerning the review of 6 exemption requests, is closed. The contributions received have been made available on the EU CIRCA website (Browse categories > European Commission > Environment > ELV Exemptions, at top left, click on "Library").

A general contribution regarding all 6 exemptions has been made by the automotive industry associations ACEA, CLEPA, JAMA, KAMA  et al.

Specific Contributions were made concerning the following requests:

Exemption 8(e): Contributions have been submitted by the DA5 Consurtium and by the automotive industry associations ACEA, CLEPA, JAMA, KAMA  et al.

Exemption 8(f): A contribution has been submitted by the automotive industry associations ACEA, CLEPA, JAMA, KAMA  et al.

Exemption 8(g): A contribution has been submitted by the automotive industry associations ACEA, CLEPA, JAMA, KAMA  et al.

Exemption 8(h): A contribution has been submitted by the automotive industry associations ACEA, CLEPA, JAMA, KAMA  et al.

Exemption 8(j): Contributions have been submitted by Saint-Gobain Sekurit, by Antaya and by the automotive industry associations ACEA, CLEPA, JAMA, KAMA  et al.

Exemption 10(d): A contribution has been submitted by the automotive industry associations ACEA, CLEPA, JAMA, KAMA  et al.

As a next step, Öko-Institut and Fraunhofer IZM will evaluate the results of the consultation and contact individual stakeholders if necessary.

The ELV exemptions stakeholder consultation shall close on the 4th of November.

The consultation covers the following ELV exemptions:

Exemption 8(e): "Lead in high melting temperature type solders (i.e. lead-based alloys containing 85% by weight or more lead)"

Exemption 8(f): "Lead in compliant pin connector systems"

Exemption 8(g): "Lead in solders to complete a viable electrical connection between semiconductor die and carrier within integrated circuit flip chip packages"

Exemption 8(h): "Lead in solder to attach heat spreaders to the heat sink in power semiconductor assemblies with a chip size of at least 1 cm 2 of projection area and a nominal current density of at least 1 A/mm 2 of silicon chip area"

Exemption 8(j): "Lead in solders for soldering in laminated glazing"

Exemption 10(d): "Lead in the dielectric ceramic materials of capacitors compensatingthe temperature-related deviations of sensors in ultrasonic sonar systems"

 

As of yet, a contribution has been made by DA5 concerning Exemption 8(e)
