The report: “Review in the light of scientific and technical progress of exemptions 8(e), 8(f)(b), 8(g) and 14 and re-evaluation of entry 8(j) of Annex II to Directive 2000/53/EC (ELV) (Pack 3)” has amended and been published on the EU CIRCABC website (Browse categories > European Commission > Environment > ELV exemptions, at top left, click on "Library" > Reports) and can also be downloaded here.
In the amendment a translation of the executive summary has been added and the status of the report has been changed to a "final" report.

We would like to inform you that a new contribution has been submitted to the ELV Stakeholder Consultation concerning:
Exemption 14: “As an anti-corrosion agent of the carbon steel cooling system in absorption refrigerators in motor caravans up to 0,75 weight — % in the cooling solution except where the use of other cooling technologies is practicable (i.e. available on the market for the application in motor caravans) and does not lead to negative environmental, health and/or consumer safety impacts”

The consultation on Exemption 8(e), Exemption 8(f)(b), Exemption 8(g), and Exemption 14 has been extended by an additional 4 weeks to allow stakeholders additional time to prepare and submit their contributions. This consultation shall end on 24.07.2018.

The recent ELV stakeholder consultation, launched at the end of May, was scheduled to end on 26.06.2018.
To ensure that stakeholders have sufficient time for their contributions, the consultation time will be extended for four of the exemptions:
The consultation on Exemption 8(e), Exemption 8(f)(b), Exemption 8(g), and Exemption 14 has been extended by an additional 4 weeks to allow stakeholders additional time to prepare and submit their contributions. This consultation shall end on 24.07.2018.
The consultation on Exemption 8(j) shall end as originally planned on 26.06.2018. The tight timeframe is related to the need to finalise the re-evaluation and possible amendment of the exemption prior to its specified expiration date.

An amended version of the report: "7th Adaption to Scientific and Technical Progress of Exemptions 8(e), 8(f), 8(g), 8(h), 8(j) and 10(d) of Annex II to Directive 2000/53/EC (ELV)" was published today.
Amendments have been made with regards to exemption 8(f): The transition period and the reference to the type approval of vehicles were neglected in the exemption wording recommended in the previous report (dated 14/01/2015) and therefore had to be added to give industry a transition period to respond to the new, restricted exemption scope. In agreement with the stakeholders, the following new wording and transition period is now proposed for exemption 8(f):
i) Lead in compliant pin connector systems for vehicles type-approved
before 1 January 2017 and spare parts for these vehicles.
ii) Lead in compliant pin connector systems other than the mating area of
vehicle harness connectors for vehicles type-approved
after 31 December 2016.
The transition period until end of December 2016 should leave sufficient time for industry to adapt to the new exemption scope without postponing the restriction of avoidable lead use more than necessary.
Amendments of the report concern section 5.3.2 Conclusions and 5.4 Recommendation. The amended version has been published on the EU CIRCABC website (Browse categories > European Commission > Environment > ELV exemptions, at top left, click on "Library" > Reports) and can be also downloaded here.

Documents, from an additional ELV contribution, have been posted on line.
The contribution was made by Olife on 17 Decemeber 2014, regarding ELV Exemption 5 for lead in batteries, however documents were only released as non-confidential on 23.01.2015.

Oeko-Institut has started evaluating the results of the consultation and is in the process of contacting individual stakeholders where further clarifications are needed.

The ELV Stakeholder consultation concerning the review of three exemptions is closed.
The contributions received have been made available on the EU CIRCA website (Browse categories > European Commission > Environment > ELV Exemptions, at top left, click on "Library").
A general contribution regarding all three exemptions has been made by the automotive industry associations ACEA, CLEPA, JAMA, KAMA et al.
Specific contributions were made concerning the following exemptions:
Exemption 2(c): Contributions have been submitted by the automotive industry associations ACEA, CLEPA, JAMA, KAMA et al.
Exemption 3: Contributions have been submitted by Mitsubishi Shindoh Co., Ltd.; and by the associations JAMA and JAPIA; and by the automotive industry associations ACEA, CLEPA, JAMA, KAMA et al.
Exemption 5: Contributions have been submitted by A123 Systems, Fraunhofer, LG Chem and Samsung SDI; and by the automotive industry associations ACEA, CLEPA, JAMA, KAMA et al.
A further contribution is still awaiting confirmation, to clarify if documents can be made public, and may be added shortly.
As a next step, Oeko-Institut will evaluate the results of the consultation and contact individual stakeholders if necessary.

The ELV exemptions stakeholder consultation shall close on the 4th of November.
The consultation covers the following ELV exemptions:
Exemption 8(e): "Lead in high melting temperature type solders (i.e. lead-based alloys containing 85% by weight or more lead)"
Exemption 8(f): "Lead in compliant pin connector systems"
Exemption 8(g): "Lead in solders to complete a viable electrical connection between semiconductor die and carrier within integrated circuit flip chip packages"
Exemption 8(h): "Lead in solder to attach heat spreaders to the heat sink in power semiconductor assemblies with a chip size of at least 1 cm 2 of projection area and a nominal current density of at least 1 A/mm 2 of silicon chip area"
Exemption 8(j): "Lead in solders for soldering in laminated glazing"
Exemption 10(d): "Lead in the dielectric ceramic materials of capacitors compensatingthe temperature-related deviations of sensors in ultrasonic sonar systems"
